PRESIDENT BUHARI PRESENTS 2016 BUDGET TO NATIONAL ASSEMBLY
President Muhammadu Buhari on Tuesday morning arrived the National Assembly chamber to present the 2016 National Budget to a joint session of the parliament.
The presentation was started with a rendition of the National Anthem followed by a prayer said by adherents of Nigeria’s two major religions.
While stating that the 2016 budget would focus on addressing youth unemployment and cater for the vulnerable, President Buhari said that Nigeria remains committed to diversification to build and reflate the economy.
He stated that there would be changes in the way government conducts its business as all MDAs would be required to prepare and present their annual budgets on time. “We will align fiscal, monetary and investment policies,” said the President.
Another highlight of the President’s presentation was his announcement that petrol pump price would stay at 87 naira per litre “for now” as the government continues working hard to end scarcity. He apologised to Nigerians over the continued fuel scarcity being experienced across the country, blaming the long queues that have returned to fuel stations on the activities of speculators and those resistant to change.
The 6.07 trillion Naira budget proposal for 2016 was predicated on $38 per barrel oil benchmark; 197 Naira exchange rate.
It is an increase of about 40 per cent from the previous budget of 4.357 trillion Naira which was presented to the National Assembly in 2014 by ex-president, Goodluck Jonathan’s administration.
Buhari became the first Nigerian President to personally present the budget in recent years.

The INEC chairman, who insisted that the commission would not hesitate to cancel elections wherever there are threats to the lives of its officials, said: “No electoral body will like to go through a repeat of one election or the other. We will like to conclude all the elections on first ballot. Our principal responsibility is to conduct credible elections, not just elections by any means.
